It could be Zagreb, capital of Croatia, which has blue and white trams. I think the sign is in a made-up language -- "stádty" look sort-of Slavic and "hivatalozosi" sort-of Hungarian. My first diesel & first turbo.!! I've had in the past, an 820 for about a month ..the auto gearbox went and was too costly for repair and my car before the 218 was another Rover (1.3 GTi 16v, Metro! on this the cam went and wasn't worth the repair cost, when it was running it was a good ,fast car.!)
