According to Avolegendy SSSR on Moswich 413 and L.M. Shugurow, Awtomobili Rossii i SSSR, this variant was named 403 IE (independently from 412IE) |

Yes, indeed, especially with this trim it will be an IE. There supposed to be also a short lived export 403 E (not prototype of coupe), but with different decoration. |
