 But filmed in Moscow and Lviv. You're telling me these guys couldn't film a movie in a satellite state that they took themselves?

 I imagine that there were bureaucratic and financial obstacles to filming abroad. Lviv was probably deemed to be more than adequate as a stand-in, since it had been Polish not so long ago.
