The one in the main picture appears to be a 2001-2002 model while the one in the thumbnail is a 1998 or 1999 model.

The show is shot in Los Angeles. I think it becomes more obvious in later episodes.

The wheels on the one in you thumbnail might indicate a 2003-2005 model, but they're probably just cheap look-a-likes made to make the car look newer.

You'd actually be surprised. Why do you think many of these old movie cars now sport LED lightbars that they wouldn't have had during their service life? Because people notice that it is what is currently used. But yes, most people probably wouldn't care about a small detail such as that anyways. I only made the comment because these wheel covers are becoming more common.

I think the full hubcaps look nicer than the center caps. If I had a Crown Victoria, I'd replace the little center caps with full hubcaps.

I think the LED lightbars are used by movie and television picture car companies for the same reason police departments use them. Not just because they look new, but they use less power. They also look good on camera.
