The elderly Humber police car seems to be sporting a “TB” registration which is the County of Lancaster. My knowledge of police force boundaries of 1953 is not strong, but it would seem a fair assumption that this is the leading edge of a Royal motorcade, in the absence of a separate City of Liverpool force. The driver has two pips on his epaulette, suggesting that he is an Inspector, maybe the passenger in mufti is the Chief Constable, although it would be normal for that officer to be in uniform. The footage on the net of the 1950 Grand National says that it was attended by the Royal family for the first time in 13 years.
