Before the Beltway Sniper Attacks in October 2002, the Snipers, John Allen Muhammad and Lee Boyd Malvo had shot at least 15 victims between February 2002 and September 2002, these attacks occurred in Washington State, California, Arizona, Texas, Louisiana, Alabama, Florida, Georgia and Maryland. In those attacks, 7 were killed, among those was 21 year-old mother, Keenya Cook who was shot by Lee Malvo on the afternoon of the 16th February 2002. Keenya Cook's aunt, Isa Nichols was a friend of Muhammad's ex-wife, Mildred who had testified at John Muhammad's divorce and the hearing over the custody of John and Mildred Muhammad's children. In that shooting, Muhammad wanted to kill Nichols for testifying against him, and suggesting a divorce to Mildred, so he sent Lee Malvo to her house in Tacoma, Washington State (Muhammad's hometown) to kill her but when Lee knocked on the door of Nichols' house, Keenya Cook had answered the door, and Lee shot and killed her. It was later revealed that Isa Nichols wasn't at home at the time of Cook's murder. Before the spree, Muhammad did plan to have his ex-wife killed as at the time of the attacks, she and her children lived in the D.C. area and after he was caught, she was shocked and begun to believe that if she would've stayed with Muhammad and allow him to visit their children, the attacks might not have happened. In a documentary on the CI channel, they did a special where one of the surviving victims who was shot before the Beltway attacks and Isa Nichols had sat down with Mildred and told her that she is not to blame for what Muhammad and Malvo did and that she was lucky to get the kids and herself away from him before her and her kids became another lot of victims added to the list of victims killed in the two sets of the attacks. The Bushmaster XM15 rifle used in the shootings, later came back as stolen from the Bull's Eye Shooter Supply in Tacoma, Washington State where Muhammad had practiced his shooting skills on the firing range at the store. On the 16th January 2003, the Brady Center to Prevent Gun Violence had filed a lawsuit on behalf of the families of the Sniper's victims and the survivors against the Bull's Eye Shooter Supply and Bushmaster for allowing the sale of firearms to Muhammad (as he had a criminal record for domestic violence) and Malvo (as he was a minor) and both were prohibited from buying firearms as well as against the store's owner and former US Army Ranger staff sergeant, Brian Borgelt and both Snipers; Muhammad and Malvo. The lawsuit had stated that even after Muhammad and Malvo were captured, the store had continued to sell weapons in the same reckless manner, the lawsuit against Bushmaster was filed on the basis that they continued to supply the store with firearms despite being aware of the store's poor record keeping. In July 2003, the US Bureau of Alcohol, Tobacco, Firearms and Explosives (or the ATF) had carried out investigation into the Bull's Eye Shooter Supply and found the owners of the store had a long history of firearms sales and records violations, including keeping poor and shoddy records of all the store's firearms sales and being unable to account for the various firearms that the store had received from the manufacturers, including the XM15 rifle used in the shootings. The ATF's investigation had also revealed that various firearms had "disappeared" on regular basis from the store. As a result, Borgelt's federal firearm license was revoked and had later transferred the ownership of the store to a family friend but had continue to run the store's shooting range. It was also later revealed that during Muhammad's trial in May 2006, Malvo testified that the shootings were meant to be part of a bigger plan; The Real Plan that Muhammad had came up with to inflict major carnage across the United States. The plan was spilt into three phases and consisted of mapping out routes in and around the D.C. and Baltimore area: Phase 1 - Kill six white people a day for 30 days, this phase had consisted of planning and mapping out a predetermined route in and out of the DC area as well as practicing at the locations. Malvo said that Phase 1 didn't go as planned as the route selected was filled with heavy traffic and the lack of a having clear shot or having clear getaway. Phase 2- Kill a pregnant woman by shooting in her in the stomach and later, a police officer, this was to be followed by detonating several bombs at the officer's funeral to kill the attending officers and later, the ambulance crews arriving on the scene. Malvo said that Phase 2 was to take place in Baltimore and was close to be implemented, but it wasn't carried out. Phase 3 - Extort millions of dollars from the US Government. Malvo said the Phase 3 would take place during or shortly after Phase 2 was completed, and that the money extorted from the US Government would be used to finance a larger operation. Malvo also said that the larger operation would take place in Canada. While on the way, Malvo stated they would stop at various youth centres and orphanages to recruit more young teenage boys who had no parents or guidance who Muhammad could be a father figure to like he was to Malvo. Once they recruited a large number of boys, Muhammad, Malvo and the boys would drive across the border into Canada where Muhammad would train them in weapons and stealth tactics. Malvo then stated that once the boys' weapons and stealth training is completed, Muhammad would send them out across the US to carry out a coordinate series of mass shooting sprees in the major US cities in hope the shootings would plunge the US into chaos that have already build up after the 9/11 attacks and the Anthrax Attacks. I seen the "Blue Caprice" which also focused on the Beltway Sniper Attacks but it had also focused on the events leading up to the attacks as well as the earlier attacks. |

The Beltway Attacks created mass panic as the attacks occurred a year after the 9/11 Attacks and the 2001 Anthrax Attacks that occurred a week after the 9/11 attacks. When the Washington Post reported on the attacks, there was speculations in the Washington Post that the Sniper Attacks were linked to Al Qaeda. Some service stations in the areas started putting up tarps all round the awnings to protect people who are filling up their cars and some people would fill their vehicles up at the naval base of the National Naval Medical Center in Bethesda, Maryland as they felt safe with the guards and even some would crouch between the pumps and their vehicles when they were filling up. Some schools were closed for the day, all the schools' outdoor activities were cancelled, some schools changed their after-school procedures for parents to pick up their kids to minimize the amount of the time that the children are in open and some schools had police officers posted to keep a watch. All government buildings and tourist attractions had their security heighten and all US Senate Pages had received driven police escorts to and from work and weren't allowed to leave their residence at the Daniel Webster Senate Page Residence except for work.
