to avoid confusion: that is not a police car. The light bar is from a chasing Jeep Cherokee. They overlighted the lightbar deliberately to make it look like the bad guys are just driving a car with roof-mounted Headlights (ironically these are roof-mounted headlights!). But in truth the bad guy is a police woman.
