Those lamps on the fenders of some models are not 'turn signals', they are simply auxiliary lights, known sometimes as park lights, usually cowl-mounted on most models.

From this angle it is hard to be certain that it is a Dual Cowl phaeton.

"Usually", meaning pre-1930 in Packard's case.

What do you do when you park up? You turn. So theoretically they can be referred to as turn signals in my book.
