I don't know how many of these Special Operations Ford Expeditions DC Fire and EMS has, but one has plate DC2090 and is a 2003 XLT on CarFax: https://www.flickr.com/photos/emergency_vehicles/8085289187 -- Location is the intersection of M Street NW and 18th Street NW in Washington, DC. The bus is turning from northbound 18th to go east on M; M Street is one way westbound at this location, but the bus appears to have an escort.
