 The film was inspired by a Frontline documentary on the changes made to the federal drug policy in the United States that would allow the mandatory incarceration of first-time drug offenders for up to ten years or longer.

The aim of this law was designed to encourage first-time offenders to inform on their accomplices.

Part of the film was inspired the case of James Settembrino who became a DEA informant in 1992 after his son, Joseph "Joey" Settembrino was arrested for possession of LSD and was facing a 30-year imprisonment sentence.
