The Iranian government would not allow and Israel filmmaker to film in the streets of Tehran so Yuval Adler hired a German film company who then hired a French film company to shoot scenes in Tehran and never told the citizens what it was for. https://www.imdb.com/title/tt8000718/trivia Credits on the IMDB show that some scenes were filmed in Bulgaria.

Thanks for info this explains the presence of some vehicles which shouldn't be very common on Iranian streets (like, for example, the Opel Astra G of the police)
