While Yokosuka is the bigger USN port (with the 7th Fleet stationed there alongside the JMSDF), Yokohama still has some (albeit diminished) US military presence (see: Yokohama North Dock, Ikego and Negishi Housing Complexes)... That being said they're far less likely to drive around American cars now (in fact when I go to open bases I see more Japanese owned US cars in the areathan "Y-number" US cars).

Plus I wouldn't discount government and civilian-owned American cars since US models were status symbols at the time, some of which were sold to them by GIs.
