Set during Pinochet's dictatorship in Chile but filmed in Argentina. http://us.imdb.com/title/tt0110712/locations Patricio Aylwin was elected president in 1990 but General Pinochet became a senator for life and remained commander in chief of the army until 1998, so perhaps it was not possible to make the film in Chile for political reasons.
