 A confusing combination of features. Best guess is a 2000 Rover Mini Classic Seven from final year of production when you could mix-and-match lots of different trim elements. So winged bonnet badge, thin and straight bar grille, chrome mirrors, shiny alloys and arches, chrome mirrors, headlight hoods, tints all were normal and/or tick-box choices, and black was available. No bonnet stripes, fogs, or side stripes so probably not Cooper. But I am puzzled why it does not seem to have 1985+ indicators above front arches, and it looks as if it has quarterlights (unless that's a random streak of rain). So a slight possibility of something earlier dressed up, or a non-UK special edition from late 90s.

What country is it - looks like a European plate??

 The number plate is Portuguese, but too small to be an official plate. I've seen pictures of cars in Spain with small Italian-size front plates, so perhaps there's a fashion for them in Portugal too.

Or perhaps it's a car in Brazil with a "showplate".

 Following the enormous success of the Austin Seven, 1922 to 1939 and over 300,000 examples built including the Big Seven, Austin and later BMC constantly tried to capitalise on the fame of this tiny car. They tried calling the A30 the Seven, and then tried again with ADO 15. The British public would have none of it, the Austin variant of the car changing its name to “Mini” in January 1962.

Looks like Rover never got the message either.
