1] count the wheels. If it's got 4, breathe a sigh of relief
2] reject it if there's any rust on the bodywork. Which is made of plastic.
3] don't pay more than 5 euros, even if in concours condition
4] don't worry about anything mechanical. The maximum safe speed is 10 kph, so it doesn't matter if everything's knackered
5] arrange a psychiatric assessment for your brother-in-law
