In China they produced VW Passat II sedan (like this one), under name Santana. Where is it?

The success of this type outside Germany is rather interesting, as the original Santana was considered butt-ugly and a car for older people here...

It could be an earlier rather basic model, as the fog lights (to the inner of the "normal" lights look like fakes. I had an earlier 1983 [32B] Passat Variant myself, and this car also had the fake fog lights. For the more expensive models, the fake lights - plastic reflector with silver cover inside (!) and transparent cover - were replaced with working real lights. :)

Some of the Shanghai scenes were filmed in the US, and that's definitely a prop number plate. Real Chinese plates have raised letters.

All? Some versions from 1973 and, later 1976 had also square headlights. ;)

Some scenes were made in Shanghai and Zhouzhan, China, according to IMDB.
If this would have been made in the US, this would of course be a VW Quantum.

And some of the Shanghai scenes really are Shanghai. :)

Just to make things more complicated, the producers might have shipped a few Shanghai-Volkswagens over to Los Angeles. It might be easier than hunting down old Quantums.

Single round headlights for the base models, square for the 'L' versions, and double round for the 'GL' and 'TS' models.

Wow, the Santana is very know in China!
In Brazil, it was produced in 1980-2006
Quantum was produced in 1985 — 2001

Is the make/marque/brand actually "Shanghai-Volkswagen" or is that just the parent company? Seems like they are simply badged/sold as Volkswagen.
