But it does appear to be Opel T-car (Kadett) based.

Therefore it could or should be Daewoo, first sold in the United States and around the world as the Pontiac LeMans, a model based on the Opel Kadett E. (Wikipedia)

Yes, the first five seasons were filmed in and around Vancouver (this episode is from the first season). After that, it moved to Los Angeles.
