I thought it was 由庆尔 (Youqing'er) but as that brought no results I tried 田庆尔 which is Tianqing'er and would go reasonably well with the TH model name (I don't think that's really Chinese)... However, Tianqing is not a place in China (at least not with those hanzi) so it doesn't refer to where the scooter was made.
