Could it be a Rikuo? They were based on a Harley-Davidson design and were used by the Japanese army. (Obviously this one is a civilian model or got pimped up.)

If it is a Rikuo, one should expect it to be a type 97 (Army) (http://www.automotomuseum.vl.ru/eng/history/moto/riky95/), but that one has a higher and shallower front mudguard and much more ground clearance. In stead it could be Rikuo VFD 1200cc sidevalve, built from 1935 to (?)1952

Rikuo was Sankyo. Rikuo was the brand, Sankyo the company who owned it. They started to built Harley Davidson model VL 1200 cc sidevalve motorcycles under license. In 1935 Harley davidson only wanted to license the ohv Knucklehead. Sankyo refused and continued to built the VL as Rikuo (King of the road).
