This film is apparently hard to find, but we get a brief glimpse of the plate and it appears to start with DPL (1936). Also listed as Twelve-Four, but could also be a Ten-Four, which was more or less identical on the outside. On the other hand, Twelves usually had black circles on the wheel centres, so probably best defaulted to Ten-Four.
