They started painting the police cars sky blue around 1973, but with a fleet as big as that of the NYPD, you can't expect them to be the same color all at once. This is why you've got a mix of two colors of NYPD vehicles in "Dog Day Afternoon."

From the late 1940s, early 1950s to mid 1973, NYPD cars were a dark navy blue/black and green with a white roof and decals.
