Not a Stutz or Mercer.
It looks a lot like a Simplex, but their factory "Speed Cars" were earlier with angled fenders.

Many manufacturers produced "speedster" type cars...the salient points here are the curved cowl (generally a feature of post 1916 cars), but it has the round fuel tank of the first generation Stutz Bearcats and Mercer Raceabouts.
Those tanks were less common in the later part of the "teens", so they are at odds with the curved cowl and rounded, curved fenders.

So....your guess is as good as mine

PS. Use caution making identification by online photos of surviving cars as a guide, many survivors are modified four seater touring cars or sedans with later homemade bodies.
