After some research, and based on the dimensions and shape of the vehicle, I think it's a Latil M7 T1 5 seats, or similar. In 1939, Latil and Laffly were the only manufacturers. (may be some Berleit but non info) Note the left-hand drive and its special rims, which seem to be fitted with pulleys (?) as if to allow a secondary belt or rail drive?
