However, the japanese Wikipedia article about YCTB has a section explaining their numbering system. Link to "ja.wikipedia.org" "The first digit indicates the last digit of the year of introduction (note that it is based on the budget year in which the vehicle was purchased). For the last 4 digits, the first [refers to] the chassis manufacturer." 3 is for Hino, so we might be looking at a 1994 Hino Blue Ribbon. Assuming this is a real YTCB bus.
