Looks more like a Galaxie 500,with LTD lower trim,(and '68 Mercury wheelcovers)though it might be the way they were built in/for Mexico?

With that stupid metal bar across the grille its impossible to see if there's an LTD emblem or not. and the fact the rear windscreen is not pointed, the sail panel isn't squared enough, and LTD's have vinyl tops. leads me to believe it's probably galaxie. however buc84 might be right, with the hubcaps and trim it could very well be a mexican LTD.

That stupid bar across the grill as stpaulcarguy says is a dead giveaway this is a Mexican built LTD.
Also the 351 badge on the front fenders and the hubcaps spell Mexican to me.
Some of these early 71's were equipped with 69-70 Dashes. Probably leftovers. The only available engine was the Mexican cast 351 'windsor' V8 with a 4 barrel carb and 255 horsepower.
