The car is actually a 1931 Packard. Although '30 and '31 junior models are very similar, wire wheel hubcaps are one of the tells. 1930 Packards with wire wheels had visible screw on hub caps surrounded by hub shell covers. In 1931 Packard went to modern pop-on hubcaps, as seen here.
