That's the registration date, not the manufacture date.
This would be rather 1980-83

Q plates are issued for oddballs in the registration system, when some of the normally expected vehicle details are either uncertain or not available for whatever reason or combination of reasons; this often includes unknown date of manufacture. The date of Q plate issue is often unknown, although unusually in this case is recorded, but tells us nothing useful except the truck has to be pre-1989; if it was new in 1989, it would have been given a normal issue plate.
