In the EU they became mandatory after the 1.1.1998: https://de.wikipedia.org/wiki/Dritte_Bremsleuchte @rjluna2: but these after sales market ones: https://www.youtube.com/watch?v=JAaddsD7AMQ (P.S. the two actors arte brothers in real life) which were allowed after the 1.1.1980, are still illegal. In the EU since the 1.1.1985, in the Netherlands already since the 26.1.1982 (as written in the Wiki.article above).
