It set in some other world/dimension, hard to say, because it is one of lamest/worst absurdish pseudo sci-fi movies even by standarts of early 90's. And i never heard of this movie before. I actually found it because i remember scene where trolley bus falling into the sea and i thought there would be explanation why it happened. But no, there isn't.
