It looks like it. The poles on the sidewalk look Brussels-ish, and the building in background reminds me something. The blue & yellow panel in the right is like those used for road works in Brussels. Found it: Link to "maps.google.com" In the movie the building in the background appears closed But if you continue in that street you find it (and first the one in yellowish bricks on the left) |
