 06 would be March to September 2006, but www.mycarcheck.com and www.vehiclelicence.gov.uk both say this registration is unknown, so it's a false plate.

 I didn’t forget. I’m not home to checn the VIN. I only check VINs on secure networks. I have a system. I normally comment to remind myself to check the VIN when I get home due to privacy concerns. Then i normally update the entry. dsl sometimes comments the built in location but I didn’t get home to check the VIN before he commented.
