Yup Ralph Bakshi film, they used live action footage for backgrounds, saves time and money to do that

I don't think this qualifies as an animated movie. Who Framed Roger Rabbit and Evil Toons also has animated characters interacting with the real world and they're listed as just "Movie".

I classified it as an animated film because it’s 80 percent animation with live action bookends. Most characters are animated as well. However many of the animated scenes have photographs and live action backgrounds and there is minimal interaction with real people.
