Though I would be careful with this one, it is based on the real events, but it is more a sort of "licentia poetica", where the behavior of the second main character (the bad guy - played by Ed Harris) is heavy relativized.

I know Kieślowski's movie "Krótki dzień pracy" ("Short working day") from 1981, but it was about June 1976 protests.
