Is it then a license built Toyota Surf (4Runner)?

Despite the name this isn't a safe car.

It's indeed the worst. Due terribly failed crash-tests it didn't get a permission for registration in Europe.

Same happened with the Brilliance. The very few, which were imported, have to have always a special TÜV-permission to get plates. Everys single car an own permission.
Strange, that 2 weeks ago I saw a brand new Brilliance here, with Düsseldorf-plates. So the owner made it possible anyhow.

Remove the year for now, as the Safe got introduced mid 2002. I thought the spare tire was determining the years too, but it appears it was just an optional extra. The rear bumper makes me think of some slightly later model, but i dont have it pinned down exactly so far. Plus i think from looking over pics of other Safes on this website, the ones for domestic china market should be all listed as Changcheng Saifu, although they have been commonly spotted with "Great Wall Safe" decals. The badges themselves appear to be in simplified chinese rather than latin.
