I saw this film, the government and what they did in the film are based on the WWII German government, the National Socialist German Workers' Party (or the Nazi Party) and what they did during WWII as the characters in the film are based on several well known Nazis:

Adam Sutler (portrayed by John Hurt) - Based on Adolf Hitler, the chancellor and führer of Germany from the 2nd August 1934, through the WWII until his suicide in his bunker during the Battle of Berlin on the 30th April 1945.

Before his death, Hitler married his mistress, Eva Braun (who committed suicide with Hitler) and had named his propaganda minister, Joseph Goebbels as Hitler's successor as chancellor and grand admiral of the German Navy, Karl Dönitz as Hitler's successor as the Nazi Reich's president.

Peter Creedy (portrayed by Tim Pigott Smith) - Based on Heinrich Müller, the chief of the Nazi Secret State Police Branch, the Geheime Staatspolizei (the Gestapo), was one of the planners behind the Holocaust, last seen at his bunker in the ruins of Berlin on the night of the 1st May 1945.

It was believed that he either committed suicide or was killed or that he fled with other escaping Nazis to South America or that he was recruited by the either the US or the Soviet Union.

Roger Dascombe (portrayed by Ben Miles) - Based on Paul Goebbels, known as Joseph Goebbels, the minister of the Nazi Propaganda Branch, the Reich Ministry of Public Enlightenment and Propaganda and later; Hitler's successor as chancellor until his suicide on the 1st May 1945, the day after Hitler's suicide.

After the deaths of Goebbels and his family, the grand admiral of the Wehrmacht Naval Branch, the Kriegsmarine and former commander of the Kriegsmarine U-Boat Branch, Karl Dönitz took the reign as acting President of Germany and Supreme Commander of German Armed Forces until the surrender of Germany on the 8th May 1945.

Lewis Prothero (portrayed by Roger Allam) - Based on William Joyce, known as Lord Haw-Haw, the American-born former member and speaker of the British Union of Fascists and leader of the Nationalist Social League, was the top Nazi Propaganda broadcaster during the Second World War, shot and wounded by two British intelligence soldiers at Flensburg, later extradited to London and put on trial for high treason and sentenced to death on the 19th September 1945, executed by hanging at HMP Wandsworth on the morning of the 3rd January 1946.

Dr. Delia Surridge (portrayed by Sinéad Cusack) - Based on Eduard Wirths, the chief SS doctor at Auschwitz, was involved in the human experimentation on the Jewish prisoners at Auschwitz, later promoted to SS major and transferred to the Mittelbau-Dora Concentration Camp near Nordhausen in Thuringia, captured by the members of the US Army at the end of the war and held prisoner by the British, committed suicide by hanging on the 20th September 1945.

Major Wilson (portrayed by Malcolm Sinclair) - Based on Heinrich Himmler, the Reichsführer of the Nazi Protection Squad, the Schutzstaffel (the SS) from the 6th January 1929 until the closing days of the War, was in charge of the SS Concentration and Extermination Camps Branch, the Schutzstaffel Totenkopfverbände (the SS-TV or the Death's Head Units), dismissed from the Nazi Party and captured by former Soviet POWs at a checkpoint near Neuhaus in Bavaria on the morning of the 21st May 1945, committed suicide by cyanide poisoning during a medical examination at the British 2nd Army Headquarters in Lüneburg on the afternoon of the 23rd May 1945.

Conrad Heyer (portrayed by Guy Henry) - Based on Reinhard Heydrich, the director of the Nazi Security Police Branch, the Reich Main Security Office (the RHSA), was in charge of the RHSA's Intelligence Branch, the Sicherheitsdienst (the SD), later made the acting Protector of the Protectorate of Bohemia and Moravia on the 29th September 1941, wounded in a grenade attack on his Mercedes Benz 320 Convertible B by British-Czech Paratroopers, Jozef Gabčík and Jan Kubiš in the Prague 8-Libeň Section of Prague, the Protectorate of Bohemia and Moravia (now the Czech Republic) on the morning of the 27th May 1942, died of his injuries at the Bulovka Hospital, Prague in the early hours of the 4th June 1942.

Brian Etheridge (portrayed by Eddie Marsan) - Based on Wilhelm Canaris, the admiral and chief of the Nazi Military Intelligence Branch, the Abwehr, had ties to the planners behind the Duquesne Spy Ring in the US, was suspected of sending Abwehr spies into Britain and Operation Pastorius to sabotage the American economic infrastructure during the Second World War, later started to provide information to the Allies on the Nazis and helping Jewish people to escape from Nazi-occupied territories, arrested as part of the July 20 Assassination Plot on Hitler on the 23rd July 1944, executed for treason by hanging at the Flossenbürg Concentration Camp in Flossenbürg, Bavaria on the morning of the 9th April 1945.

Eric Finch (portrayed by Stephen Rea) - Based on Ernst Kaltenbrunner, Reinhard Heydrich's replacement director of the RHSA and SD from the 30th January 1943 until Germany's surrender, led the investigation into the failed July 20 assassination attempt on Hitler, captured by officers of the US Counter Intelligence Corps with the assistance from the soldiers of the US 3rd Army, 80th Infantry Division in a raid on his cabin in the Totes Gebirge Mountains near Salzkammergut in the Salzburg-Styria Region on the morning of the 12th May 1945 and put on trial on charges of War Crimes and Crimes Against Humanity at Nuremberg on the 6th October 1945, sentenced to death on the 1st October 1946, executed by hanging at Nuremberg in the early hours of the 16th October 1946.

V (portrayed by Hugo Weaving) - Based on Abba Kovner, Belarusian Jewish poet, writer and partisan leader, was one of three leaders of the Fareynikte Partizaner Organizatsye (or the United Partisan Organization or the FPO) and took part in resistance operations against the Nazis, later formed the resistance group, Nokmim (the Avengers) led resistance operations against the Nazis and their local collaborators and was suspected of being involved in the Koniuchy massacre in January 1944, later started to help Jewish civilians escape from Eastern Europe after the War.

After the War, formed the Jewish retaliation group, Nakam (the Revenge Squad) and planned to murder six million Germans in retaliation for the six million killed by the Nazis, later broke in the bakery for the Langwasser internment camp and poison loaves of bread for the German POWs with arsenic in April 1946, resulting in the hospitalization of 207 POWs, emigrated to Israel in 1947 and joined the Israeli Defense Force, later became captain of the IDF 84th Givati Brigade following the Israeli-Arab War in 1948, died at Kibbutz Ein HaHoresh of laryngeal cancer on the 25th September 1987.

V (as William Rookwood) - Based on Oskar Schindler. German Businessman and member of the Abwehr, had ties to officials in the Wehrmacht and ran the Deutsche Emailwarenfabrik (or the German Enamelware Factory) at Krakow, Poland, moved to Brünnlitz in the Sudetenland and started to manufacture faulty ammunition and later saved 1,200 Jewish people from the concentration camps through the bribery of several Nazi Officials during the Holocaust with his wife, Emilie, fled to the American Front Lines after Germany's surrender.

After the War, emigrated to Argentina in 1949 where he and his wife raised chickens, later returned to Germany in 1958 and received the Order Of Merit in 1966, died of liver failure at Hildesheim in Lower Saxony, West Germany on the 9th October 1974.

After his death, he was named with his wife by the State of Israel as Righteous Among the Nations on the 24th June 1993.

Evey Hamilton (portrayed by Natalie Portman) - Based on Nancy Wake, known as the White Mouse, New Zealand-born Australian journalist based in Paris and courier for the French Resistance, fled to Great Britain following the arrest of her husband, Herni Fiocca by the Gestapo in 1942 and joined the Special Operation Executive (or the SOE), later took part in operations across Nazi-Occupied France until the liberation of France, received the British George Medal, the US Medal of Freedom and both the French Resistance Medal and the Croix de guerre 1939–1945 for her services during the War.

Her husband was later executed in 1943.

After the War, lived in Australia from 1949 to 1997, later returned to Britain in 1998, died of a chest infection in Kingston Hospital in London on the evening of the 7th August 2011.

Father Anthony Lilliman (portrayed by John Standing) - Based on Alois Hudal, known as Luigi Hudal, the Austrian bishop of the Catholic Church and former head of the Santa Maria dell'Anima Church based in Rome, was involved in helping Nazi war criminals to escape trial and the De-Nazification Process through a series of escape routes throughout post-War Europe, known as the Ratlines after the end of the Second World War, was exposed in the Catholic newspaper, the Passauer Neue Presse as a Nazi smuggler in 1947, later banned from Rome in June 1952, retreated to his residence in Grottaferrata and died on the 13th May 1963.

Valerie Page (portrayed by Natasha Wightman) - Based on Esther Hillesum, known as Etty, a Dutch Jewish writer and administrator for the Jewish Council, transferred to the Social Welfare for People in Transit at the Westerbork Concentration Camp near Hooghalen, Netherlands from June to July 1942 before returning to Westerbork in June 1943, later became an internee at Westerbork on the 5th July 1943 where she wrote in her dairy about before her stay in Westerbork, was transferred to Auschwitz on the 7th September 1943 and later wrote letters about during her stay at Westerbork, died at Auschwitz on the 30th November 1943.

Gordon Dietrich (portrayed by Stephen Fry) - Based on Leslie Howard, British actor, producer and director, was known for starring in the Clark Gable film, "Gone With The Wind" in 1939, later starred in several British Anti-Nazi Propaganda films during WWII, killed along with his manager, Alfred Chenhalls when the plane they were on, BOAC Flight 777 was shot down into the Bay of Biscay by eight Junkers JU 88 fighter planes off the coast of France and Spain on the morning of the 1st June 1943.

It was suspected that Nazi spies mistook Howard and Chenhalls for British Prime Minster, Winston Churchill and his bodyguard, Detective Inspector Walter H Thompson while it was believed that the plane was shot down on orders of Joseph Goebbels to assassinate Howard as one of the propaganda films that Howard did prior to his death had ridicule Goebbels and several other high ranking Nazis.

Evey Hammond's Parents (portrayed by Carsten Hayes and Selina Giles) - Based on Otto and Elise Hampel, German middle class husband and wife, lost a relative (Elise's brother) during the German Invasion of France in 1940, wrote over 200 post cards denouncing Hitler and the Nazi Government and left them in public places throughout Berlin, later both betrayed and arrested by Gestapo on the 20th October 1942, both executed by guillotine at Berlin-Plötzensee Prison in Berlin on the morning of the 8th April 1943.

Evey Hammond's Brother (portrayed by Bradley Steve Ford) - Based on Hans Lemme, Wehrmacht soldier and Elise Hampel's younger brother, enlisted in the Wehrmacht Heer, killed in action during the German Invasion of France in September 1940.
