Because cinema movies have more money and technology to film them, because they provide more money than TV movies (cinema tickets, merchandising, DVD selling...). And, while TV movies are released only in they're origin country, cinema movies are shown (and sold) all over the world.

Good effects/CGI takes time. Time requires money (people working on it). So this kind of movie can't have it indeed, due to a restricted budget.
But money can't always compensate time. Hence why some blockbusters have poor CGI despite a lot of budget: they want to have it done too quickly.
