I must confess that I have not seen a Busaf with this front end yet; and just to make it more difficult, the budget-line bus bodies from the different builders look very similar (refer e.g. to http://www.dehaans.co.za/history_gallery3.asp, second picture from the bottom on the left. Chances are however good that it is also a Busaf, judged by everything back from the front panel, especially the roof line and the general appearance of the bus that it similar to the bus behind. What I can say with reasonable certainty is that it won't be a Tata, except if sourced from elsewhere in Africa, since they have only recently started building buses in ZA, and it will be hard to find one of this age.

This should be changed to unknown - there's no reason to think this is a Tata.

It's a Tata. 100% sure. About the model, several like this are still driving in Kigali, but are military green painted and belongs to the Ministery of Defense. So it could be a "military edition". They are from the 1990/1992 period.

This scene wasn't even filmed in Rwanda. All the buses are right hand drive with doors on the left.

These are definitely a older South African vehicles, the second one a BUSAF, the first one almost certainly a BUSAF with rebuilt front end. The other bodybuilders (Springfield, Durabuild, the PUTCO subsidiaries, Ramdaries, De Haan etc built similar vehicles but the roof line is rather typical for BUSAF. Contemporary chassis used are Mercedes, MAN, ERF and Nissan, but from this angle this is impossible to determine. The two vehicles have different chassis models (see floor line).

@xblxexoxakjlb: Except for a few shots of Kigali, Hotel Rwanda was filmed in South Africa. As JohnV says, these are South African buses. They are definitely not made in Kenya or other countries close to Rwanda.

I see Indian lines as well as a bit of the food van from the movie Short Circuit in the front bus. Lines at the front of the roof of the background bus are quite Volvo.

That has already been ruled out.
