 Note the electric powered Red Bug in the lower left corner. The manufacture of these went through several different ownerships and there were both petrol and electric versions. The electric motor is the same North East unit as used by Dodge as a starter.

Here is a link the Harrah's machine - https://c2.staticflickr.com/4/3075/3095442049_4c2a77e79e_z.jpg?zz=1 - the date of 1928 suggesting it is one of the last built.
