Commentary calls it Thames Valley's 'Major Incident Vehicle'; looks like 67-68 F plate - is this too late for something S-based?? so ex-military??

RL 4WD - http://en.wikipedia.org/wiki/Bedford_RL - not too late for S-based as the link say produced up to the '70s.

It is sufficiently well known to have a Corgi toy based on it as 'Bedford Control Unit - Thames Valley Police' but no photograph of the actual vehicle found to date.

Yes Bedford RL after 1957 by the grille, unlikely to be ex-military I think more likely to be purchased new as a chassis-cab.

The Corgi Bedford RL TVP comes in set 08006 (with a dark blue Mini van) and it looks as if model has March 68 London issue UGY 811F plate - Link to "www.ebay.co.uk" (although is reflective plate not white-on-black as Sunbar's photo above). There was also Corgi 08004 Hampshire police set with a white Bedford similar UGY 814F and a dark green Morris 1000 Van.

So was there a batch of these made/converted in early 68 and scattered around some forces??

May be an ex AFS truck , lots of Police/Fire authorities took various AFS 'radio vans ' on when the AFS was disbanded in 1968.
Our local fire service had an ex AFS Fordson Thames ET6 'radio van ' as a command unit well into the 70's
