 Looks like a CNG and Flex Fuel badge, so 2009+.

 This is a Monterey Park Police Department vehicle. This is my neighboring city so I see these most days. I believe this is one of their traffic cars. They're not CNG models. I think it's a 2009 or a 2010 model.
