The name Consul was dropped on the 1966 model, not before. This type of grill appeared for the model-year 1965 when the Cortina were still named Consul |

The information I got was perhaps only related with U.K. market cars. From what I read, the cars with this type of grille were introduced in October 1964 ('65 model year) and are known as "Airflow" Cortinas because of their new system of ventilation. That was one of a number of differences from previous cars that included also the change on the bonnet badge from Consul to Cortina. |
