Probably 1972 Austrian Alpine rally - can't trace #18, but #10 was Günther Janger/Harald Gottlieb in Volkswagen 1302S with plate S117.240; H.Grünsteidl/G.Hopf in another 1302S (# and plate details unknown) were 4th.

And to the admin that changed MY to 1972 - what made it a 1972 over a 1971?

Nothing definite, just a general trend - often broken - that team rally cars (possibly VW Salzburg from plate sequences??) belong to year of the event. 71 event had a few 1302S as well - Klaus Russling/Franz Mikes (finished 3rd), Gernot Fischer/Herbert Kohlweis (4th), Leopold Bosch/Walter (6th) - no details found of rally numbers or plates - so 71 or 72 as you like.

Yes, pimped by Porsche Salzburg. A plenty of details about their racing-1302 here: http://www.vw1302.de/a2/1302dok/ams7204/ams7204.html

 maybe I have a second one of this issue.
