The building in the background looks like from the stadium/Westfalenhallen-area and the railings (to protect the sidewalks for parking cars - and protect the location-owers for free-parking visitors ) are absolutely common all around there. And the non-municipal police-cars of the whole area have plates from the location of the regional council (Arnsberg, which since 1975 has HSK for Hochsauerlandkreis on the plates). Btw: a HSK on the plate is bad for your reputation. It always labels you as an village-idiot and country-rube, who maybe can drive a tractor, but nothing else. And definetely not in civilized areas.
