Austin-Western? It certainly looks like an A-W 99H (road grader) based snowblower. Hard to determine exact model and vintage from this angle...but the exhausts, the cab configuration and the fact that it's 4x4 (instead of the usual 6x6) fits. Guessing mid- to late 50's vintage based on the rounded appearance of the windows and the cab.
