The capped headlights and the rounded two-piece front bumpers are a crossover of parts - 1931 was the only year for those headlights, 1932 was the only year for that bumper. The car also has '31 wheels on it - so, I'm saying end-of-production 1931 model that started using 1932 parts.

It's a late series 1931 840 Runabout.
