I can't find an exact match, but it's similar to the Chollima 74, 82 and 84 and the Jipsan 74.

Erik van Ingen Schenau says that North Korean trolleybuses are more or less hand-built, so perhaps it's one of the models I've mentioned with a few detail differences.
