1951 but cannot say Champion.

Trunk lid not visible (to see if V-8 emblem or not).
Hood emblem not suffencently clear to distinguish.

Car does have Regal trim (note bright rocker panel).
Note also fender top trim optional on Champions and Regal Commanders. (Standard on State Commanders/Land Cruisers)

Car has non-stock wheel covers.

Do we have another photo where the man is not covering the gravel shield?
If it is stainless steel, this is a State Commander.
(The only Champions that had ss gravel shields were convertibles.)

Do we have all that trim levels differences systematized?

Not sure what you mean by "systematized", but here are the 1951 trim levels:

1) Champion Custom = No gravel shields at all. No hood ornament. Painted head lamp and taillamp rims. No "wings" on the trunk lid handle.
2) Champion Deluxe = Rubber gravel shield. Chromed H/L and T/L rims. Hood ornament. Trunk lid handle wings. No SS rocker trim.
3) Champion/Commader Regal = SS rocker trim added.
4) Commander State = SS gravel shields. Front fender top chrome streaks standard. (This fender trim is optional on all lesser models.)
5) Commander Land Cruiser = Longer wheelbase. Swing-out rear door vent windows. "Land Cruiser" nameplate on side of front fenders. (Other models have no fender side nameplates.)
Note: ALL convertibles carry State trim even in the Champion line.

All Commanders have a "V" emblem on the hood front. Champions have the Studebaker crest in this position.
All Commanders have trunklid V-8 emblems.

Commander and Champion names are on the left side (as you sit in the car) of the front just above the horizontal hood crease. (VERY hard to see in photographs.)

Correct.
There was no "Commander Custom" or "Commander Deluxe" in 1951.

Interesting. No gravel shields at all but this is not a Custom owing to the chromed H/L rims and hood ornament.
The shield is just missing.
(Was it rubber or SS? Only South Bend knows for sure!)

Yes, Land Cruiser was the top model.
(Actually, the same trim as the State Commander but longer with the above mentioned vent windows.)
