It moves on a sort of "balloons", in which air pressure can be adjusted from the cab.

I believe this is something called an "Albee Rolligon" developed by William Hamilton Albee (1906-2009) around 1957 to make it easier to drive in inhospitable environments like a swamp or the north pool. The Rolligon has big rubber cushions driven through friction against rubber dressed aluminium rolls, which in turn distributes the load evenly.The cushions is explosion proof and puncture resistant. Apparently it can be driven in 50 mph on highways and "in moderately difficult terrain in about 40 mph". I read about it in the Swedish car and technic magazine 'Teknikens Värld' 5/59 shown here http://svammelsurium.blogg.se/category/ovrigt-kul-pa-hjul-7.html (almost at bottom) although with a different cab which makes me think this is a slightly newer one.
According to this link http://www.oto6.free.fr/6roues/6rouespl_rolligons.htm the company was called "Albee Rolligon Company" from 1951 but changed to "Rolligon Company" in 1960 when Albee because of economical difficulties had to sell. It then moved from Monterey, California to Houston, Texas. Today the company survives as "Crowley All Terrain Corp" with their brand name CATCO.
