Fuel filler cap on the left makes me think its british.

Triumph 1936-8 Vitesse 14/60 Saloon or a 1939-40 Twelve Saloon (steel wheels)? (Only a wild guess at this point.)

Another possibility is a Delahaye Type 135, maybe by Gillore? The MG registration indicates that it was supplied by University Motors, who specialised in MGs (surprise!) but I've seen several other makes, mostly quite posh, with MG plates.

Year of registration is just before or in 1938, almost certainly, judging by this University Motors Lagonda V12 'MG 6280' from 1938.
