The main car is a 2001-2002 model. The one Gere drove in the later seen is a 1999 model.
And indeed Neptune, the car had a push bar before.

Could be a former NYPD car, as the NYPD provided official support for the film. In the driving scene, the hazard lights are on (look at the dash), possibly indicating that it was towed by another car for the driving scenes.

"Harsh Times" (2005) did this for driving scenes, in which the protagonist's car, a Ford Crown Vic, was towed. In that movie, they went through several Crown Vics, due to malfunctions.

Laqueesha, warning lights seen around the gauges are a common thing seen in tv/movies scenes. I guess it proves your theory of the car being filmed is being towed.
